After determining the impact goal, i.e. what exactly you want to measure and for whom, you can start drawing up the Theory of Change.
It is a process you ideally do with your colleagues, experts (by experience) and some main stakeholders. The first time it may take a while to get used to the specific way of thinking, but with each revision the way of working becomes more familiar and the theory of change more refined.
